As someone who has always been active in the computer and information technology sector I wish to address an issue that I hope to have your support on.

Currently, government agencies are using proprietary software file formats that allow the file to be read only if one has purchased software from a private company. In order for the government to fulfill the spirit of the FOI (Freedom of Information) or sunshine laws, it seems that we should amend such laws to require use of file formats that are open and free to use by everyone.
 
Once adopted, inter-operable open file standards, free of patents and licensing restrictions, stand to save the government and the public vast sums of money.

The amendment of the FOI law, should include but not be limited to file formats for text, reports, spreadsheets, databases, graphics, animations, movies and more. Such an amendment would also prohibit the use of proprietary software extensions on government websites so that all of the public can view the information no matter what operating system or computer hardware they run.

Someday, I hope see the NIST recommending and supporting such open standards. In the mean time feel free to contact me for assistance in with this issue.

PS - It was years ago that I first put up this page - now there is the OpenDocument format being promoted.  It won't happen unless you pester your politicians - remember they work for you.

I don't understand why the NIST(National Institute for Standards and Technology) has been AWOL on this topic.
